All the existing resources in the Home Village can already be repeatedly spent, just not in great enough amounts.
Gold can be nexted off, Elixir and DE is obviously spent building the army. Though when I had full storages, I found Gold hardest to take away.
But not in the Builder Base, where after you have maxed everything, you cannot spend your Gold anywhere at all, while Elixir can only be used to remove obstacles. Nonetheless, people don't really care about those resources since they cannot be stolen.
I'm not sure how a "resource dump" of sorts will work in Clash, but while it helps the maxed players, it hurts the people trying to grind their way to max level.
The "resource dump" was one of the early criticisms of raw crystals in Boom, that loot would be drained out of the system quite quickly. But there, they had a "loot bonus" of sorts that increased resource rewards if the opponents had too little. This isn't so much so the case in Clash, where maxed players will offer up virtually nothing in terms of loot if such a resource dump was added, save for any loot bonus.
That being said, it is uncertain how helpful Clan Wars and Clan Games would do to alleviate such a loot shortage if it arises due to the resource dump

It took me a 1 1/2 years to completely upgrade from a TH10 to a TH11 including walls and BK/AQ. No buying any resources; just mining/collecting and raiding.

Anyway, I mean dumping resources for something useful (at least temporarily useful), otherwise repeatedly buying and selling decorations would qualify as well.
Oh, TH 12 can defend... I remember that long ago I suggested in Boom Beach that NPC main buildings can defend with various defensive weapons so players have to choose troop compositions wisely, but wasn't implemented.
I'm looking forward to troop gear-ups at TH 12, e.g. P.E.K.K.A to Super P.E.K.K.A.

I mean it’s fair. With lower town hall levels you would always be busy with something. So fully maxed th11 would appreciate this.
