For the duration of the ongoing Hammer Jam event (November 1-17), the Clan Castle's rebuild cost, like other buildings, has been halved (10000 to 5000 elixir), allowing you to rebuild it early at th2 (you can upgrade storages to hold up to 8500 elixir at that level).
