In the Clan Capital, there are several types of non-defensive buildings across the various districts, that do not serve any purposes with respect to the army, and cannot be upgraded. They do not contribute to Capital Hall upgrade requirements, but are required to achieve 100% destruction in a district.
This page lists all such buildings available in the Clan Capital. Because these buildings take the form of residential buildings, they are known on this wiki as Houses.
Due to having no defensive or offensive capabilities, it is often advised to keep from rebuilding these until last, unless you need the space.
In the clan capital, defenseless buildings can and need to be placed more strategically than in the home or builder base.
Since you gain more rewards the better your clan capital did against attacks, defending your defenseless buildings should be somewhat of a priority, as otherwise they will be an easy target for attackers.
Due to the unique gameplay feature of the dynamically changing deployment, these weak buildings can be used to manipulate where enemies may be spawned.
Protecting defensive buildings with houses or other non-defensive buildings can help in stalling enemy troops from advancing. This also helps limit where the enemies can be spawned
When you are able to, rearrange your districts so that the houses are near and/or behind the defenses, so that they are not easy pickings.
This is especially important for the capital peak, due to the huge number of clan houses, making up ~50% of the entire maxed out district.
At CH2, if no other ruins have been rebuilt yet, the clan houses make up more than 80% of the district.
